Testing programs for TVA distributors.
The largest TVA distributors — NES, MLGW, KUB, EPB — have in-house engineering staff and structured maintenance programs. The smaller county distributors often do not. A rural county utility operating a handful of distribution substations with aging equipment typically lacks both the test equipment and the internal expertise to establish and run a NFPA 70B-aligned maintenance program on its own. SSC fills that role: we arrive with the instruments, perform the testing, deliver a written report with findings ranked by severity, and track trends across visits. The county doesn't need to own a Doble test set or a breaker timer — they need the results and the recommended action list.
For systems that have never had a formal testing program, the first visit establishes baselines on every unit. Power factor, contact resistance, timing, battery capacity — all are recorded as the starting reference. Follow-on visits compare against that baseline, which is where the value accumulates: a transformer whose power factor crept from 0.6% to 1.1% over three cycles is a unit that needs attention before it becomes an emergency. Without a baseline, that trend is invisible.

SSC's machine shop in Palm Harbor manufactures replacement switch components, refurbishes EV2 switch bearings, and stocks obsolete parts for aging substation equipment. For Tennessee distributors running equipment on original infrastructure, the combination of field testing that finds the problem and shop capability that can make the replacement part is a meaningful advantage over contractors who can test but can't source.
