Substation Field Testing in Tennessee

Tennessee's electric utility structure is nearly unique in the United States: the regional federal power authority generates and transmits power across the state, and that power is then distributed by a network of municipal utilities, county distributors, and electric cooperatives, part of the power authority's network of more than 150 local power companies across its seven-state region, dozens of them in Tennessee, each operating its own distribution substation infrastructure.

The diversity of that distributor network means substation equipment in Tennessee varies widely in age and in maintenance program maturity. Large municipal systems in Nashville, Memphis, Knoxville, and Chattanooga operate structured testing programs. Smaller county systems often need an outside contractor to provide both the test equipment and the program structure.

Tennessee's power runs through the federal power authority's distributor network, including the municipal systems serving Nashville, Memphis, Knoxville, Chattanooga, Murfreesboro, Jackson, and Bristol, alongside county and cooperative systems statewide. Our crews are equipped for the substation testing and maintenance that equipment population requires. We also support industrial customers with dedicated substation infrastructure and large renewable energy projects tying into the regional power authority's system.

Testing programs for federal power authority distributors.

The largest distributors, the big-city municipal systems, have in-house engineering staff and structured maintenance programs. The smaller county distributors often do not. A rural county utility operating a handful of distribution substations with aging equipment typically lacks both the test equipment and the internal expertise to establish and run a NFPA 70B-aligned maintenance program on its own. SSC fills that role: we arrive with the instruments, perform the testing, deliver a written report with findings ranked by severity, and track trends across visits. The county doesn't need to own a Doble test set or a breaker timer, they need the results and the recommended action list.

For systems that have never had a formal testing program, the first visit establishes baselines on every unit. Power factor, contact resistance, timing, battery capacity, all are recorded as the starting reference. Follow-on visits compare against that baseline, which is where the value accumulates: a transformer whose power factor crept from 0.6% to 1.1% over three cycles is a unit that needs attention before it becomes an emergency. Without a baseline, that trend is invisible.

SSC's machine shop in Palm Harbor manufactures replacement switch components, refurbishes EV2 switch bearings, and supplies obsolete parts for aging substation equipment. For Tennessee distributors running equipment on original infrastructure, the combination of field testing that finds the problem and shop capability that can make the replacement part is a meaningful advantage over contractors who can test but can't source. When a field visit turns up a worn switch component or an unavailable bearing, the parts conversation starts at the same company rather than starting a search for a vendor who may or may not be able to help.
