The state's sole investor-owned utility operates across the southern two-thirds of Alabama, a single integrated transmission and distribution system carrying the load for the state's steel, automotive, and chemical manufacturing base. Northern Alabama runs on a different model: the regional federal power authority generates and wholesales the power, and it reaches the customer through municipal systems, the largest of which serves Huntsville at more than 200,000 customers, alongside city-owned utilities in Athens and Decatur and smaller systems in Florence, Guntersville, and Scottsboro, and through the federal power authority's distributor cooperatives across the northern counties. Statewide, the state's rural electric association counts 23 member cooperatives serving more than a million residents across roughly 70 percent of the state's land area, with a generation-and-transmission cooperative supplying power behind 16 of those distribution co-ops and four municipal systems.
